Through the State Partnership Grant\, the National Endowment for the Arts provides state arts agencies with support for stable\, profe ssionally-directed programs that are responsive to a state’s diverse folk and traditional arts heritage. Since 2014\, the Arizona Commission on the Arts has partnered with the Southwest Folklife Alliance (SFA) to serve as the state’s official folk arts partner.
\nSFA is the fi rst dedicated folklife organization along the US-Mexico border corridor fo cused solely on uplifting\, supporting\, and presenting the work of tradit ional artists year-round. Their mission is to build more equitable and vib rant communities by celebrating the everyday expressions of culture\, heri tage and diversity in the Greater Southwest.
\nThese awards provide direct support for master traditi onal artists living in Arizona to pass on art\, culture\, and heritage pra ctices to apprentice learners through the annual SFA Master-Apprentice Awa rd. The award is made possible in part by the National Endowment for the A rts and Arizona Commission on the Arts.
\nThe Master-Apprentice Arti st supports a master artist or tradition bearer to work with a qualified a pprentice (or group of apprentices) to engage in a teaching-learning relat ionship that includes one-on-one mentorship and hands-on experience. Our h ighest priority is to support apprentices to learn from master artists wit hin their own cultural traditions. Funds can be used to help cover artist fees\, offset costs of raw materials\, and support any travel essential to the exchange. The application provides substantial evidence that the proposal wi ll be realized within the funding period. Stage 2 application materials must be submitted by 11:59 pm\, Wednesday\, October 13\, 2022.
\nAfter the Octo ber 13 due date\, your Stage 1 and Stage 2 application materials will be e valuated by each member of the review panel individually\, according to th e evaluation criteria.
\nOn November 18\, 2022\, the panelists will convene in Phoenix to discuss the applications as a group. This meeting is open to the public and applicants being reviewed will be notified of listening options. At t he conclusion of the meeting\, panelists will finalize their scores and re commend up to 30 applications for funding. These recommendations will then be sent to the Arts Commission’s Governor-appointed board of commissioner s for approval.
\nGrantees will be notified by December 15\, 2023\, and will receive grant funds by April 12\, 2024.

Created and reviewed by the Arizona Commission on the Arts’ AZ Youth Arts Council\, the Creative Youth Grant is a funding opportunity for young artists ages 12 -17.
\nTo support young artists as they develo p new skills or advance their artistic practice outside the traditional sc hool day. This may include paying for lessons\, attending a workshop\, or paying for supplies and equipment.

All applications are subject to a public revi ew process. First\, Arts Commission staff review each application for comp leteness and eligibility. Applications that are incomplete or submitted af ter the due date are considered ineligible for panel review and funding. E ligible applications are then evaluated by independent review panels made up of individuals from communities throughout the state who work in or adj acent to the arts. They evaluate each application on its own merits and so lely on the basis of the published evaluation criteria.
\nPanelists first review applications individually. They then meet as a body to discus s the applications and finalize assessment as a group. This meeting is ope n to the public and while applicants are not permitted to participate in t he discussion\, they are encouraged to attend or listen-in online. All applications are subject to a public review process. First\, Arts Commission staff review each application for complet eness and eligibility. Applications that are incomplete or submitted after the due date are considered ineligible for panel review and funding.
\nEligible applications are then evaluated by independent review panels made up of arts learning specialists from communities throughout the stat e. They evaluate each application on its own merits and solely on the basi s of the published evaluation criteria.
\nPanelists first review app lications individually. They then meet as a body to discuss the applicatio ns and finalize assessment as a group. This meeting is open to the public and while applicants are not permitted to participate in the discussion\, they are encouraged to attend or listen-in online. Applicants being review ed will be notified when panel dates are set. At the conclusion of their d eliberations\, the panel submits their funding recommendations to the Arts Commission’s Governor-appointed board of commissioners for approval.

Organizations apply for CCGs at one of eight grant levels. An organization’s grant level is determined by the adjusted annual revenue for their most recently completed fiscal year (for example \, Fiscal Year 2023). For the purposes of this program\, Adjusted annual revenue is defined as the organization’s total annual reve nue minus the monetary value of any in-kind support.
\nAward ranges are determined based on the agency’s budget for the upcom ing fiscal year\, the Arts Commission’s funding priorities\, and an organi zation’s panel review ranking (low\, medium\, or high). p>\n

In 2012\, the Arizona Commission on the Arts was removed from the State’s General Fu nd as an ongoing budget line-item. Since that time\, the agency’s annual g rantmaking budget has been especially volatile\, dependent on one-time leg islative appropriations\, which have ranged from $0 – $5 million. The agen cy’s grantmaking capacity for Fiscal Year 2025 will not be known until the State’s budget is passed by the Legislature and signed into law by the Go vernor. This typically happens in late spring.
\nThe award r anges listed above are based on a potential grantmaking budget of $0.5 mil lion. Depending on what happens in the Legislature\, actual award amounts may be significantly different. Applicants are strongly encouraged to budg et conservatively.

\nThe CCG program operates on a multi-year fundi ng cycle. Organizations submit a full application once every three years\, according to the schedule below. In their two “alternate” years\, grantee s submit only a brief status update and Funder Report and are not subject to panel review.
\nIn consideration of the limited funding projected for FY2025\, all applicants who received CCG funding in FY2024 will be pl aced in alternate year status for FY2025. In lieu of a full application\, alternate year applicants submit only a brief status update and Funder Rep ort and are not subject to panel review.
\n(Applicants who did not r eceive CCG funding in FY2024 are still required to submit a full applicati on and undergo panel review.)

Match CCG Award
\nGrantees must be able to match their CCG award with cash\, dollar for dollar\, by the end of the funding period (June 30\, 2025). Matching fund s may be earned (e.g.\, ticket sales\, participation fees\, etc.) or contr ibuted (e.g.\, private donations\, other grants\, etc.).
\nS ubmit a Final Report
\nTo remain eligible for future grants \, grantees must submit a final report to the Arts Commission at the concl usion of the funding period.

Awards are paid out over the course of the A rts Commission’s fiscal year (July 1 – June 30) on a predetermined schedul e. Typically\, payments begin with Level 1 grantees in the second quarter of the agency’s fiscal year (October – December) and end with Level 8 gran tees receiving payment in the fourth quarter (April – June).

Your organization’s application materials will be reviewed by an independent panel according to the following criteria. Please note: need is not a criterion. Application merit is based upon strength of respo nse in relation to the review criteria.
\nWhat panelists will be thinking about: Is the scope of the organization’s work in ali gnment with its mission and its capacity to deliver intended benefits? Doe s the application articulate a clear process for developing and implementi ng programming consistent with the organization’s mission and values?
\nApplication demonstrates creative and responsive programming\, strong evaluation methods\, and mis sion-aligned engagement practices.
\nWhat panelists will be thinking about: Does the application describe mission-aligned programming and engagement practices? Does the organization demonstrate r obust and authentic engagement with Arizona’s creative workers and other k ey stakeholders in their programming and services? How does the organizati on engage the community(ies) it serves in the development and evaluation o f its programs?
\nViewed a s a whole\, the application demonstrates alignment between the organizatio n’s mission\, operational practices\, goals\, programming\, and a strong u nderstanding of the community(ies) served.
\nWhat paneli sts will be thinking about: Are the organization’s mission and va lues evident in their programming and operations? How does the organizatio n’s programming reflect or respond to the community(ies) served? Does the organization demonstrate an ability to make its programming or services ac cessible?
\nViewed as a whole\, the application describes sound fiscal practices and demonstrates alignment between these practices and the organization’s mission\, values\ , and strategic goals.
\nWhat panelists will be thinking about: Are the organization’s practices around the administratio n and use of resources aligned with their mission and values? How do the o rganization’s practices around the administration and use of resources ens ure their work remains viable and their goals achievable?
\n
All applications are subject to a public review process. First\, Ar ts Commission staff review each application for completeness and eligibili ty. Applications that are incomplete or submitted after the due date are c onsidered ineligible for panel review and funding. Eligible applications a re then evaluated by independent review panels made up of individuals from communities throughout the state who work in or adjacent to the arts. The y evaluate each application on its own merits and solely on the basis of t he published evaluation criteria.
\nPanelists first review applicati ons individually. They then meet as a body to discuss the applications and finalize assessment as a group. This meeting is open to the public and wh ile applicants are not permitted to participate in the discussion\, they a re encouraged to attend or listen-in online. Applicants being reviewed wil l be notified when panel dates are set. At the conclusion of their deliber ations\, the panel submits their funding recommendations to the Arts Commi ssion’s Governor-appointed board of commissioners for approval.

Grant funds can only be used for the allowable expenses outl ined in the guidelines. Additionally\, this program does not fund the foll owing:

\nAdditionally\, according to the Arts Commission’s e nabling statutes\, “Notwithstanding any other law\, no monies from the Ari zona Commission on the Arts may be spent for payment to any person or enti ty for use in dese- crating\, casting contempt on\, mutilating\, defacing\ , defiling\, burning\, trampling\, or otherwise dishonoring or causing to bring dishonor on religious objects\, the flag of the United States or the flag of this state.” Recipients of Arts Commission support are further in structed to “take into consideration general standards of decency and resp ect for the diverse beliefs and values of the American public” within fund ed programs.
